Ukrainian President Volodymyr Zelensky States Absence of Explicit Defense Guarantee from Partner Nations

President Zelensky has stated that European allies have not given him solid assurances that they will protect his country in the case of a future Russian attack.

"I continue to pose this critical question to every one of our allies and thus far, the answer remains elusive a clear, unambiguous answer yet," he stated to the press on midweek.

These remarks follow a day after Britain and France signed a statement of purpose on deploying troops in Ukraine if a peace deal to conclude the conflict with Moscow is finalized.

However, full security guarantees have not been agreed. The United States, which has been spearheading initiatives to end the invasion, reportedly did not sign such a commitment at discussions held in the French capital on the previous day.

Details of the Paris Talks

After the Paris talks, which included some 30 countries that comprise the so-called Coalition of the Willing, British PM Keir Starmer said the UK and France would "set up operational bases across Ukraine" to deter future invasion, while French President Emmanuel Macron subsequently indicated thousands of troops may be sent.

Allies proposed that the United States would take the lead in overseeing any ceasefire. But the central sticking point of territorial concessions that Ukraine is being asked to grant to Russia as part of the peace proposals are still being discussed.

Moscow has thus far remained silent on the declaration made in the French capital.

Russian President Vladimir Putin initiated a full-scale invasion of Ukraine in February 2022, and Moscow currently controls about 20% of Ukrainian territory.

The President's Evolving Stance

Sir Keir described the joint statement as "a vital part of our dedication to support Ukraine for the foreseeable future".

He continued: "It paves the way for the juridical structure under which British, French and partner forces could function on Ukrainian soil, protecting Ukrainian airspace and waters, and rebuilding Ukraine's armed forces for the future."

Zelensky hailed that accord as a "huge step forward".

A day later, however, he appeared less optimistic.

"I see the will, the political will, and that the partners are ready, and the partners are ready to give us strong sanctions, powerful defense assurances," he said when asked if nations in Europe would defend Ukraine.

"But as long as we don't have such binding security pacts - formally ratified, supported by parliaments, supported by the United States Congress - this question remains unresolved. And even if they do, you still have to rely first and foremost on your own strength."

Persistent Challenges and Fighting

Negotiations in Paris were also notable due to the presence of envoys from former President Trump's administration, Steve Witkoff and Jared Kushner.

Witkoff said the allies "largely finished" their work on finalizing security arrangements.

Recently, the President indicated a settlement was "90% ready".

Questions of land and security guarantees have been at the center of unresolved issues for negotiators.

Putin has repeatedly warned that Ukrainian troops must withdraw from all of Ukraine's eastern Donbas or Russia will seize it, rejecting any compromise over how to conclude hostilities.

Zelensky has so far ruled out ceding any territory, but has proposed that Ukraine could withdraw its troops to an established line - but provided that Russia reciprocated the action.

Moscow currently controls about 75% of the Donetsk oblast, and some nearly all of the adjacent Luhansk region. The two regions constitute the industrial Donbas region.

Attacks have been escalating against Ukrainian cities - particularly targeting energy infrastructure. Russia has also made slow progress in capturing more Ukrainian territory.

Ukrainian forces have retaliated at objectives inside Russia with drones, though with more limited success.
